On JUNE 25, 2025 at approximately 09:40 I was dispatched to the RED ROOSTER GAS STATION to meet with ANIMAL CONTROL in reference to an ongoing investigation of ANIMAL CRUELTY located at [1900 BLOCK] YOUNGS ISLAND RD NW TOWNSEND, GEORGIA 31331.
While on scene I made contact with JODY CAULEY,
LISA CAULEY
, and
VICTORIA CAULEY
as ANIMAL CONTROL [REDACTED] was explaining the procedures and reasoning for seizure.
I assisted ANIMAL CONTROL in seizing and removing from the residence:
1-German Short Haired Pointer
1- Chocolate Lab
1- Beagle
1- Pocket pit
1-Pully American
1-Blue Tick
1-Black Mouth Curr
1-Tan Female Pit
1-Pit mix black and white
2-Houng Mix
9-hound mixes- females/ males
1-Blue pit (neighbor- William Cauley)

2-Orange tabby domestic short kittens
2 CATS
It should be noted that one three dogs and two kittens were kept inside of the residence. While on the property I observed the condition of the animals and their lack of nutrition. I noticed two animals chained in the rear of the property with no water present in their bowls. I observed two animals in the front of the property with no water or food access. The remainder of the animals were locked in pens in tight quarters with defecation mixed with their food and water. While assisting animal control I observed numerous dogs appearing emaciated, with visible rib cages, hip bones, and other signs of malnutrition. The animals appeared to no have present adequate food or clean water available in plain sight of the animals. The conditions of the property were unsanitary and hazardous, with excessive feces, urine saturation, and lack of shelter. Some animals exhibited open sores, untreated medical conditions, and signs of prolonged neglect.
All animals were seized by the assistance of SERGEANT MAJOR B. WALKER 1240, ANIMAL CONTROL [REDACTED], ANIMAL CONTROL [REDACTED], ANIMAL CONTROL [REDACTED], DEPUTY C. QUINLAN 1231, AND CODE ENFORCEMENT [REDACTED]. The above state animals were transported to ANIMAL CONTROL located at 1184 ANIMAL SHELTER DRIVE DARIEN, GEORGIA 31305 for security and protective custody, veterinary treatment and medical evaluation, and preservation of evidence in an active criminal investigation.
I arrested VICTORIA CAULEY at approximately 10:50 hours, and transported her to the MCINTOSH COUNTY DETENTION CENTER at approximately 11:07 hours.

VICTORIA CAULEY was turned over to the MCINTOSH COUNTY DETENTION CENTER with NO CONTRABAND FOUND. I conducted a contraband security check with NO CONTRABAND FOUND at approximately 11:51 hours
JODY CAULEY, LISA CAULEY, VICTORIA CAULEY, AND LEWIS DAVIS were issued warrants for CRUELTY TO ANIMALS. LEWIS DAVIS was not presently on scene and advised by his mother, [REDACTED], he will be turned into the MCINTOSH COUNTY DETENTION CENTER on THURSDAY morning 06/26/2025.
