On December 17, 2022 at approximately 2045 hours, I was contacted by Dispatch in reference to a person hit by a vehicle who appeared to have severe head trauma. I was notified that the accident had taken place near [1400 BLOCK] Hwy 212 and that deputies and the other party was still on location.
I contacted Sgt. Allsop who was on location and was advised that a male was driving a moped on Hwy 212 when a SUV came from behind and struck the moped. The driver of the moped, identified as [VICTIM #1] DOB [REDACTED BY AGENCY]/1994, had a weak pulse and was going to be life flighted to Grady. I was then notified that CPR was in progress and that the male was going to be grounded and taken to Piedmont Rockdale by ambulance.
When I arrived on scene, I observed several scratches in the roadway, as well as a small amount of debris from the collision. Around the area of impact, I observed the driver of the moped’s left and right shoe in the middle of the roadway, along with a small amount of blood, small pieces of the plate on the moped, and small pieces of what appeared to be pieces of a red tail light. I also observed a yellow reflective jacket which was on the fog line along with another long sleeve shirt which appeared to have been cut off by EMS. In the grass, in front of [1400 BLOCK] Hwy 212, was the driver of the moped’s helmet which was still clasped at the chin strap.
As I continued walking up Hwy 212, in the direction of Hull Rd, I observed a black SUV which was parked with the engine still running. A female was standing outside the vehicle, identified as [WITNESS #1], who identified herself as the mother of two of the teenagers in the SUV. I also spoke with a male standing outside the SUV, [WITNESS #2], who stated that he was the father of one of the teenagers inside the SUV.
I informed [WITNESS #1] and [WITNESS #2] that I was there to investigate the vehicle crash and asked if they were comfortable with me speaking to their children about the crash. [WITNESS #1] and [WITNESS #2] stated that it was okay for me to speak with the teenagers in the SUV. I first spoke with Christopher Cain (DOB [REDACTED BY AGENCY]/2005) who was located in the driver seat of the SUV. I asked Christopher to step out of the vehicle and speak to me. After Christopher stepped out of the vehicle, I asked him what had taken place. Christopher stated that he was driving down the road when the scooter in front of him had no lights on when they collided. Christopher mentioned that he did not see the scooter as it was not visible in the roadway until a green vest appeared during the collision.
I then asked the passenger of the SUV, identified as [REDACTED BY AGENCY], to step out of the vehicle and speak with me. I asked [REDACTED BY AGENCY] what had taken place and he stated that they were driving at night and that the lights were on the SUV and there did not appear to be anything in front of them. [REDACTED BY AGENCY] mentioned that there was nothing in front of them until they hit someone and all that could have been visible was the persons vest. [REDACTED BY AGENCY] stated that after the collision, they pulled over and called the police.
I then spoke with the rear passenger, identified as [REDACTED BY AGENCY]. [REDACTED BY AGENCY] stepped out of the vehicle and stated that he did not see anything due to being in the rear of the vehicle, however, he saw the male hit the car [REDACTED BY AGENCY] before they were able to stop the vehicle.
After speaking with Christopher, [REDACTED BY AGENCY], and, [REDACTED BY AGENCY], I observed a small amount of damage to the front bumper of the SUV and hood. A cell phone was located on the windshield of the vehicle, and all of the occupants of the vehicle stated that it was not their cell phone.
The moped was located on the opposite side of the roadway at the wood line. The tail light of the vehicle was on and emitting a red light, while the head light appeared to be off as it was not emitting any light. There was damage to the moped on the rear near the muffler, the battery had been knocked out of the holding container, and there was slight damage to the side mirror on the handle bars.
While on location, I was advised that the driver of the moped, [VICTIM #1] (DOB [REDACTED BY AGENCY]/1994) had died as a result of the injuries he sustained as a result of the collision.
