On May 20, 2025, at approx. 2016 hrs, I was dispatched to trouble unknown at 1827 GA HWY 212 SW.
Upon my arrival, I and Sgt Lickliter watched a male by the name of Ethan Finger getting into a physical altercation with Emergency Medical Services (EMS). Sgt. Lickliter and I attempted to restrain Evans by telling him to relax and to step back from emergency personnel. Still, he continued to push through us stating that he was going to kill EMS. Sergeant Lickliter, and myself. Sgt Lickliter and I would then attempt to detain Evans with handcuffs, but again he started resisting telling us to let him go, and that he wanted to see his girlfriend inside the ambulance. I was then instructed by Sgt. Lickliter to get back to which he would then tase Evans to neuromuscular incapacitate him. Evans then fell to the ground where Sgt. Lickliter and I were able to handcuff him, double locked and loosely tightened. While Evans was in handcuffs,

started shouting and running towards me and Sgt Lickliter.
I attempted to restrain Treves, advising him to relax and to step back from Sgt. Lickliter but he continued to try to push past me to get to Evans. When I realized that Treves was not going to follow my verbal instruction, I attempted to restrain Treves by placing him in handcuffs, however, Treves began to resist preventing me from doing so. With the help of EMS, I was able to place Treves onto the ground and take control of his arms to place him in handcuffs, double locked and loosely tightened. After placing Treves in handcuffs, and instructing him to calm down, he continued to resist and act aggressively towards me and EMS. We continued to restrain Treves until Deputy Thomas arrived to relieve EMS from restraining him. Once Deputy Thomas had Treves restrained, and Evans in the back of my patrol car. I would then speak with the father of Evans, [WITNESS #1], and ask what happened.
[WITNESS #1] explained that his son and his friend were at Rivers Bend Park when Mr. [WITNESS #1]s, girffriend, [REDACTED] (unsure of the last name spelling), stated that she was not feeling good due to drinking. At the time [WITNESS #1] wasn’t sure what to do and was going to stop at the nearby fire station but instead contact Rockdale County Communication letting them know of the situation and its location. [WITNESS #1] explained that he doesn’t know how it got to the point where Evans was acting belligerent towards EMS and Deputies, but believes Evans needs to seek help.
After collecting everyone’s information, I transported Evans, with the seat belt fastened safely to the Rockdale County Jail where he was turned over to jail staff. Evans will be receiving multiple warrants for terroristic threats towards a Law Enforcement Officer and Emergency personnel and Willful Obstruction of a Law Enforcement Officer. Treves received a county magistrate citation for Willful Obstruction of a Law Enforcement Officer with a court date of June 3, 2025, at 0830hrs.
